About CSP!

The California Subminimum Wage to Competitive Integrated Employment Project (CSP) is funded by a Disability Innovation Fund (DIF) grant. It offers a range of supports to boost Competitive Integrated Employment (CIE) outcomes. The goal is to enhance economic self-sufficiency, independence, and inclusion for Californians with significant disabilities who are in or considering subminimum wage jobs. This five-year project aims to create and implement effective practices across the state in support of CIE. The CSP grant runs from October 1, 2022, to September 30, 2027.

What Is CSP?

  • A statewide effort to help individuals with intellectual and developmental disabilities (I/DD) get real jobs for real pay in their communities.
  • The CSP combines education, employment, and family supports into one coordinated system.

Why Does CSP Matter?

  • Ending outdated practices, like paying people with disabilities less than minimum wage, promotes fairness. CSP supports California’s goal under SB 639 to end subminimum wage jobs by January 1, 2025.

Who Do We Serve?

  • Adults 18 and older
  • Individuals with intellectual or developmental disabilities (I/DD) who were in subminimum wage jobs or at risk of such employment
  • Must be a client of the Department of Rehabilitation (DOR); CSP staff can assist with enrollment..

Our Partners

We create powerful solutions together with our strategic partners.

The CSP will build on the College-to-Career programs from North Orange Continuing Education (NOCE) and San Diego Community College District (SDCCD). This aims to help people with disabilities secure competitive integrated employment (CIE) through a range of CSP services.

The project’s goal is to increase the number of individuals with disabilities who are employed or considering subminimum wage jobs. We want to help them achieve competitive integrated employment.

This five-year project takes a collaborative team approach. The California Department of Rehabilitation (DOR) leads the CSP.

Program partners include:

  • North Orange Continuing Education (NOCE) and San Diego Community College District (SDCCD) for direct service delivery.
  • Griffin-Hammis Associates for specialized training in Customized Employment, including mentorship.
  • PolicyWorks for peer support training and technical assistance.
  • Exceptional Family Resource Center for family resources and support.
  • San Diego State University Research Foundation’s Interwork Institute for program evaluation, project management, training, and website support.
  • University of California, Los Angeles Tarjan Center for employer engagement and technical assistance.
  • TransCen will provide training and technical assistance to at least ten former 14(c) certificate-holders in California.  These entities are ready to shift to a Competitive Integrated Employment (CIE) service delivery or business model.
